Clinton Howard (1820-1879) and Celia Frances (1825-1913) formerly the slaves of Cornnelius Howard of Hyde County NC. When the North Carolina General Assembly in 1866 passed an act concerning Negroes and People of color, decreed that those person who had cohabated as man and wife was to be ratified into a state of legal marriage. Clinton and Celia were among those who appeared before clerk of the court and Justice of the Peace 1877 and acknowledged that they have cohabated for 25 years as man and wife. From that marriage 6 children were born.
